Entertainment permits are mandatory for performers/speakers participating in corporate and public events to regulate and oversee performances.

DET Permits (Formerly DTCM Permits)

DET event permits are required for corporate and public events in Dubai. They must be obtained in advance, with fees and documents varying by event type, including permits for outdoor events.

E-Permit

For events with ticketed entry, organisers must apply for an E-Permit to facilitate e-ticketing services to allow the printing or online selling of tickets through licensed local ticketing companies.

What is a DET Event Permit?

A DET event permit is required for any public-facing, advertised, or ticketed event — from concerts to exhibitions. This includes community events, outdoor parties, and even temporary installations.

What are the E-Permit and E-Ticketing Portals?

DET Dubai manages two digital platforms:

E-Permit, for event authorisation and licensing

E-codes previously DTCM E-ticketing for organisers who wish to sell tickets online

What are the steps to apply for a DET Event Permit?

1- Apply for a DET E-Permit
. Organise Event Details
    . Organizer Name
    . Event Name
    . Event Profile
    . Maximum Number of Attendees

. Fundraising Clarification
    . Note: Charity is no longer a selectable option.
    . If the event involves fundraising, it will be reviewed by the Islamic Affairs and Charitable

Activities Department.
    . Fundraising events now fall under the unified “Fundraising Event” category.
    . For charity-related events, NOCs (No Objection Certificates) from relevant organisations must be collected.

. Select Event Type & Category
    . Choose the appropriate event type and classification from the dropdown options.

2- Contact Information
. Add event organiser and participant details individually:
    . Full Name
    . Emirates ID / Passport Number
    . Nationality
    . Contact Information (Phone & Email)

3- Additional Information
. Fill out any other required fields relevant to your event’s nature or logistics.

4- Required Documents

. Upload the following:
    . Stamped and signed No Objection Certificates (NOCs)
    . Passport Copies of participants
    . Personal Information Forms
    . Floor Plan of the venue
    . Profession of each participant
    . If the event is an Exhibition, attach a list of Participating Organizations

What are the steps to apply for an E-code?

To apply for E-Codes, your event must first be approved through DET’s E-Permit system. Once the permit is issued, follow these steps:

1- Obtain an E-Permit
Apply for and obtain your event permit through the DET E-Permit portal.

Approval of the E-Permit is a mandatory prerequisite for E-Code issuance.

2- Select a Ticketing Partner
Choose a DET-authorised ticketing provider such as Platinumlist .

3- Prepare Ticketing Details
Provide the following to your ticketing provider:

  • Ticket categories/tier names
  • Ticket prices and quantities
  • Estimated audience size
  • Online and/or POS (Point of Sale) channels
  • Event floor plan (showing seat zones if applicable)
  • Excel sheet with detailed ticketing breakdown (tier names, capacities, prices)

4- Submit Required Documents
Your ticketing partner or you (depending on the platform) must submit:

  • Copy of the approved E-Permit
  • Venue confirmation letter or booking
  • Organiser’s trade license

5- DET Review
DET reviews the full submission for compliance with ticketing regulations, venue capacity, pricing structure, and licensing.

6- E-Code Issuance & Ticket Sales
Upon approval, DET issues the E-Code.

Your ticketing partner can then activate ticket sales using the E-Code.

7- Post-Event Compliance
After the event, ensure:

Attendance data is shared as per DET requirements.

Sales reporting and financial reconciliation are submitted to DET.
