Dubai has introduced a new law to regulate the use of its official emblems, ensuring they are not used for commercial purposes or misrepresented. Issued by Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai and Vice President and Prime Minister of the UAE, the law sets clear guidelines on where and how these symbols can be displayed.
Who Can Use the Dubai Emblems under the New Law?
The law distinguishes between two main symbols:
- The Emirate of Dubai emblem – reserved for designated places, events, documents, and seals, with special authorization required.
- The Dubai Government logo – can be used on government buildings, records, applications, and events but remains strictly off-limits for commercial use.

Neither of these emblems can be used to advertise or promote products, businesses, or other materials. Any misuse, particularly anything that distorts or diminishes the emblem’s value, is strictly prohibited. Any individual or organization must obtain special permission from the Chairman of Dubai’s Ruler’s Court or an authorized representative. Even with approval, the emblem’s use must follow specific conditions outlined in the permission.
What Happens If Someone Misuses the Emblems?
The law imposes strict penalties for violations, including:
- Up to five years in prison
- Fines ranging from AED 100,000 to AED 500,000
- In some cases, both penalties may apply

Symbolism Behind the Dubai Emblems
Both emblems incorporate meaningful elements that reflect Dubai’s identity and values:
- Falcon – represents pride, authenticity, and sharp vision.
- Dhow (Traditional Boat) – highlights Dubai’s heritage in trade and cultural exchange.
- Palm Tree – symbolizes generosity and warm hospitality.
- Flag – displayed as a shield, representing safety and security.
- Ghaf Leaves – a national emblem of resilience, coexistence, and tolerance.
A detailed manual will be issued by the General Secretariat of the Executive Council of Dubai, explaining the proper use of these emblems. Organizations and individuals must ensure compliance to avoid penalties.
