The United Arab Emirates has been recognized as one of the world’s safest countries, ranking second in Numbeo’s 2025 Global Safety Index. With a score of 84.5, the UAE closely follows Andorra, a small European country, which secured the top spot with a score of 84.7.

Numbeo, a platform that tracks global living conditions, calculates safety scores based on surveys from website visitors. The index takes into account the following factors:

  • General perception of crime levels
  • Safety when walking alone at night
  • Concerns about violent crime
  • Risk of burglary
  • Discrimination levels

The UAE is not the only Gulf nation in the top five. Here’s how other GCC countries performed in the ranking:

  • Qatar – 3rd place (84.2)
  • Oman – 5th place (81.7)

Other countries in the top ten include the Taiwan (4th), Isle of Man (6th), Hong Kong (7th), Armenia (8th), Singapore (9th), and Japan (10th).

Earlier in 2025, Numbeo also ranked Dubai as the second safest city in the world, just behind Abu Dhabi, which has held the number one position for nine years. Sharjah secured third place, followed by Ras Al Khaimah in fourth. The capital of Taiwan – Taipei – rounded out the top five.

These rankings highlight the UAE’s strong focus on security, low crime rates, and high quality of life, making it a top choice for residents, businesses, and tourists.
