If you’re planning a trip to Makkah around Hajj time, there are some important updates you need to be aware of. Saudi Arabia has announced a strict new rule: only people with a valid Hajj permit or official permission to live or work in Makkah can stay in the city’s hotels during the pilgrimage season.

This decision kicks in from April 29, 2025 (Dhul-Qi’dah 1, 1446 AH) and lasts until Hajj ends. The aim of the temporary ban is to make sure pilgrims have a safe, organized experience without overcrowding.

Who Can’t Enter Makkah During Hajj 2025?

Saudi Arabia’s Ministry of Interior is tightening access to the holy city. From April 23, if you’re a resident of Saudi Arabia and you don’t have a Hajj permit or special permission, you won’t be allowed into Makkah. Authorities will turn you back at checkpoints.

Allowed type of visitors:

  • Hajj visa holders
  • Makkah residents with local ID
  • People with work permits for the Holy Sites

Not Allowed during Hajj 2025:

  • Anyone with a tourist, business, or Umrah visa
  • Saudi residents without special entry permits

Umrah visitors must leave the country before April 29, and no new Umrah permits will be issued via the Nusuk platform between April 29 and June 10.

Makkah Hotels: No Bookings Without Permits

All hotels and other types of accommodation in Makkah are now officially barred from hosting guests who don’t have the right documents. This includes anyone just visiting the city for sightseeing or general travel. The Ministry of Tourism has made it clear: hotels must follow the rules or face legal action.

The government says these steps are designed to protect pilgrims and help them perform their religious duties in peace. With millions coming from all over the world, the priority is crowd control, safety, and smooth logistics.

So if you’re not a pilgrim, and you don’t live or work in Makkah — hold off your trip until after the Hajj season ends.
