Dubai has introduced a new public health law that will shape how the city responds to health risks and communicable diseases. The law, officially called Law No. (5) of 2025, was issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE. It will take effect 90 days after its publication in the Official Gazette.

 

Public Health Law 2025: Rules and Responsibilities

The new public health law bans hiding an illness or spreading it, whether on purpose or by accident. Everyone is required to follow public health instructions and cooperate with authorities to stop infections from spreading.

The law outlines the responsibilities of various government bodies, including:

  • Dubai Health Authority
  • Dubai Municipality
  • Dubai Environment and Climate Change Authority
  • Dubai Academic Health Corporation
  • Dubai Corporation for Ambulance Services

Each of these entities has a role in managing public health and responding to emergencies.

Focus on Disease Control and Prevention

The law is designed to limit the spread of infectious diseases. It requires travelers entering Dubai to follow official health protocols, share requested health information, and report any suspected or confirmed infections. People who are infected or possibly infected are not allowed to travel or move freely unless they are heading to a medical facility and have permission from the Dubai Health Authority (DHA).

Hygiene practices like wearing face masks and keeping a safe distance from others are also mandatory when traveling while ill, in accordance with guidelines from health authorities.

Public Health Law 2025: Food, Environment, and Community Health

This law does more than just control disease. It lays out rules to protect public health across several areas:

  • Food safety and hygiene in food establishments
  • Health conditions in labor housing
  • Pest control measures
  • Safety of consumer products
  • The general health of the built environment

The goal is to improve quality of life in Dubai by applying best practices, increasing public awareness, and building a health-conscious environment that supports long-term development and investment.
