Dubai is stepping up its commitment to maintaining its position as one of the world’s cleanest cities with the launch of a new app, Eltizam. Designed to empower officials to report cleanliness violations in real-time, the app promises to enhance public cleanliness and promote community participation in keeping the city pristine.
What Is Eltizam?
Eltizam is a new app introduced by Dubai Municipality to allow selected officials to report cleanliness violations instantly. The app gives these officials judicial authority to report issues like littering, spitting, illegal barbecuing, and pet fouling on the spot using real-time photos and location tracking.

This initiative is part of Dubai Law No. (19) of 2024, which aims to regulate cleanliness enforcement and ensure compliance across the city. With the introduction of Eltizam, residents and visitors will see quicker responses to the following cleanliness violations:
- Spitting in public areas
- Littering in public spaces
- Improper disposal of chewing gum
- Not cleaning up after pets in public spaces
- Posting flyers or ads that deface public areas
- Dumping waste into the sea, beaches, or ports
- Lighting fires or barbecuing in undesignated spots
- Draining vehicle wash water in unauthorized areas

Officials equipped with Eltizam can quickly take photos of any violations, automatically tag the location, and add notes for follow-up actions. The app’s ability to streamline reporting and enforcement will make sure violations are addressed swiftly.
By introducing technology like Eltizam, Dubai is demonstrating its commitment to the environment and its image as a global leader in cleanliness. In January 2025, Dubai was named the world’s cleanest city for the 5th time in a row. This new initiative will ensure the city remains a model of urban cleanliness and sustainability.
