Getting around Dubai on a scooter or bike feels quick and easy. Helmet? Sometimes skipped. Quick ride outside the track? Happens. From May 1, that kind of riding will be watched more closely.

Roads and Transport Authority (RTA) and Dubai Police are launching a Personal Mobility Monitoring Unit to track how e-scooters and bicycles are used in the city. The unit starts work on May 1, 2026, covering cycling tracks, major roads, and soft mobility zones.

Riders can be fined for:

  • Not wearing a helmet or protective gear
  • Riding outside designated tracks
  • Exceeding speed limits
  • Reckless riding
  • Carrying passengers on electric scooters

Authorities will carry out more checks in busy areas of Dubai where riders and pedestrians share the space:

  • Jumeirah Beach Track
  • Mohammed bin Rashid Boulevard
  • Dubai Water Canal
  • Business Bay
  • Dubai Marina
  • Al Karama
  • Al Muraqqabat

If you’re wondering what actually changes, nothing if you’ve been following the rules all along. Wear a helmet, stay within designated areas, follow speed limits, and ride solo on e-scooters. Authorities will start enforcing these rules from May 1.
